- Preserve the natural barrier island system
- Minimize impact to Hatteras and Ocracoke Islands
- Maintain access to and on the islands so that the transportation system is:
- Safe
- Efficient
- Causes minimal impact to the environment
- Develop a formal process for the partners to work together
